To prevent the ploughing up of pastures

On November 1, 2016, at the initiative of Prosecutor's office of the Stavropol Krai in the regional Ministry of agriculture there was held a meeting on the implementation of the digitisation of maps by farmland and incorporating them into a geographic information system “the Distribution of agricultural lands in the Stavropol Krai”. Participants included representatives of the regional Prosecutor's office, territorial body of Federal registration service, territorial administration of the State veterinary and phytosanitary service.    During the meeting it was noted that there is a problem in terms of attracting land users to administrative responsibility for the ploughing up of pasture.     “There is a need to adjust the regulatory framework to the establishment and stricter liability for unauthorized ploughing up of pastures”, said the head of the agricultural department of the region Vladimir Sitnikov. In this regard, the Ministry of agriculture of the region prepared proposals for the corresponding amendments to the Rules of rational use of agricultural lands in the Stavropol Krai, by adding an amendment on the inadmissibility of unauthorized cultivation of agricultural lands that are not intended for sowing crops, including perennial grasses and fallow.       At the end of the meeting Vladimir Sitnikov proposed to create an interagency working group that includes experts of the presented at the meeting departments, to promptly solve the above issues.  - Сейчас назрела необходимость корректировки нормативно-правовой базы в части установления и ужесточения ответственности за самовольную распашку пастбищ, - заявил глава аграрного ведомства региона Владимир Ситников. - В этой связи Минсельхозом региона подготовлены предложения по внесению соответствующих изменений в Правила рационального использования земель сельскохозяйственного назначения в Ставропольском крае, посредством дополнения их положением о недопустимости самовольной распашки земель сельскохозяйственного назначения, которые не предназначены под посевы сельскохозяйственных культур, включая многолетние травы, а также чистые пары. Также требует дополнения Закон Ставропольского края «Об административных правонарушениях в Ставропольском крае» в виде статьи, предусматривающей ответственность за распашку пастбищ. В завершение встречи Владимир Ситников предложил создать межведомственную рабочую группу, в которую войдут специалисты представленных на совещании ведомств, для оперативного решения обозначенных выше вопросов.
